How do people with tan skin turn fair?

I saw this girl pictures. She is now popular in South Korea. She had plastic surgery. Looks better than before. She used to have tan skin now she is fair skin. Is that even possible now a days?? What do they took/did?
Bleaching skin?? The whole body??? I also heard about Gluthathione makes your skin lighter?
The reason why I asked it's because I'm just curious. People with light skin tan once in a while that's possible. But makes yours skin light by taking Gluthathione or bleaching?

There is safe way of making your skin lighter, people make it out to be a big deal and say "OMG self hatred just be happy with yourself". People tan, so why can't people make their skin lighter? One of my African American family members is now tan/olive because shes been bleaching for years now.
Don't kill your skin though tanning and bleaching are very touchy careful things to do.
